Is it true that one can join the Air Force ad go straight to 4 years of school without a deployment?

theres a little bit of true to that but its not as straight forward as you were told. Theres no way he can join the AF being enlisted and they will let him go straight into schooling. Depending on what his job will be he is looking at between 3 months to a year just for technical school training. After his training he goes to his first base which then hes what we call a "3 level" which means hes a rookie and hes got tons of training to do. Then after that, hes award a 5 level" badge which now qualifies him as competent at his job and he can now pursue college or whatever he wants with education. At this point half of his enlistment is up so unless hes really really really smart and can CLEP all the classes he can theres no way he'll get it done without re enlisting. There is a program out there that's for enlisted members that will do what you were told, which is allow him to drop from his current AF job and become a full time student, but that requires him to be at least 2 years away from getting his BA.
