Why does my husband not a biometric appointment?

I called the USCIS people a few minutes ago and asked about the biometrics appointment. It has been two months since they have received my petition for my husband, but we have yet to receive a biometric appointment notice. The lady who was helping me said that there wouldnt be one with this form. Why wouldnt there be one??
