Why a second USCIS biometrics appointment?

My wife received her temporary green card 2 years ago, since she is married to me, a US citizen. She did the biometrics 2 years ago. She recently filed for the permanent resident card and has received an appointment notice for the biometrics again, Why does she need to do it again, since fingerprints don't change?
