Is it ok that only hourly employees have to use a new biometric scanner?

the company ceo says there have been some thefts at the company. doesn't know who is stealing so ceo put camera's in just the work area's and removes the magnetic strip time card clock. today a new biometric scanner was implamented. but the only people that have to use it are the hourly employee's? the salary people don't have to use it? huh? is this discrimination?
